I have a 10 year old Kenmore model 665.15772990 with lock light on and will not start.

Have done some research and have tried the following without any results :

- hold No Heat dry button for 10 sec to unlock
- shut off power overnight , then hold No Heat dry button
- unplug ribbon cable from electronic control, power back up and hold No Heat button
- check fuse on electronic control for continuity with multimeter and it is OK

Problem most likely seems to be electronic control , keypad , thermostat under tub (which I not been able to find) or heating element ??

What is most likely problem or how could I further diagnose?

After holding No Heat button for awhile light starts to blink, if hold Cancel button that also starts to blink , others buttons don't seem to work.

You want to further diagnose do you? There is a Tech Sheet pasted under the kickplate panel.
I usually find the electronic control to be bad in cases like this, but it is not impossible for the touch panel to fail also. Generally, there will be signs of damage along the ribbon cable that ties the 2 together but not always. This is where expertise with an OHM meter comes in handy, as certain resistance values have been assigned to the touch pad buttons and is explained in the tech sheet.

Myself, I usually get a new control in there and solve the problem the firt go-around;
